About ISPOR Europe

ISPOR Europe is the flagship European conference of ISPOR — The Professional Society for Health Economics and Outcomes Research. The 2027 conference takes place November 8–11 at Fira Barcelona Gran Via, one of Europe's largest exhibition centres.

ISPOR Europe attracts 5,000+ attendees from health technology assessment bodies, payers, academic researchers, pharmaceutical companies, regulators, and clinicians across Europe and globally. It is the pre-eminent international forum for health economics, real-world evidence, patient-reported outcomes, and the methods underpinning formulary and reimbursement decision-making — including the PBS in Australia, NICE in the UK, and CADTH in Canada. See our PBS drug listing guide for context on HTA in Australian drug access.

Key programme highlights

HTA methodology

Sessions on cost-effectiveness modelling, QALY methodology, budget impact analysis, indirect treatment comparisons (network meta-analysis), and value frameworks. ISPOR Good Practices ↗ guidelines feature heavily.

EU Joint HTA Regulation

Implementation updates on EU 2021/2282 — the Joint Clinical Assessment process, dossier preparation requirements, and implications for market access timelines across EU member states.

Real-world evidence

RWE study design, database sources, propensity score methods, causal inference, and regulatory acceptance. Sessions cover RWE for label extensions, post-marketing commitments, and outcomes-based MEAs.

Patient-reported outcomes

PRO instrument selection, HRQoL measurement in clinical trials, utility mapping, and FDA/EMA PRO guidance for label claims. Sessions on digital health measures and eCOA platforms.

Drug access topics expected at ISPOR Europe 2027

ISPOR Europe 2027 is expected to feature HEOR research and policy debate on:

  • Cost-effectiveness of GLP-1 receptor agonists for cardiovascular prevention — Ozempic cardiovascular update
  • HTA of gene therapies and ATMPs — QALY limitations and alternative value frameworks
  • Biosimilar uptake and policy interventions across EU markets — biosimilars guide and PBS biosimilars
  • PBPK modelling in HTA submissions — TGA ICH M15 PBPK news
  • Managed entry agreements for rare diseases and oncology

Frequently asked questions

What is ISPOR and what topics does it cover?
ISPOR ↗ is the global HEOR professional society. ISPOR Europe covers: cost-effectiveness analysis (CEA), cost-utility analysis (CUA) using QALYs, budget impact analysis (BIA), HTA methodology, Good Practices for Outcomes Research ↗, real-world evidence (RWE), patient-reported outcomes (PROs), and comparative effectiveness research. Attendees include health economists, payers, HTA bodies, regulators, clinicians, and industry. Compare with PBS HTA pathway (Australian context).
What is the QALY and how is it used in HTA?
The QALY (quality-adjusted life year) weights survival by health-related quality of life (HRQoL) using a utility score (0=death, 1=perfect health). ICER = ΔCost/ΔQALY. HTA bodies apply ICER thresholds: NICE (England) ↗ £20,000–£30,000/QALY; PBAC (Australia) ↗ ~A$45,000–$75,000/QALY (not formally published); CADTH (Canada) ↗ ~CA$50,000/QALY. ISPOR Good Practice guidelines on QALY measurement: ISPOR decision model guidance ↗. See our PBS HTA overview for ICER context in Australian drug listing.
What is real-world evidence (RWE) and how does it supplement clinical trials in HTA?
RWE uses observational data (EHRs, claims, registries) vs RCT data. In HTA it adds: real-world effectiveness vs efficacy, long-term outcomes, safety in excluded populations, resource use. FDA RWE framework ↗ and EMA RWE guidance ↗ outline when RWE can support regulatory decisions. ISPOR/ISPE RWE framework ↗ sets methodological standards. Managed entry agreements (MEAs) often use RWE for outcomes-based contracts — see our MEA section.
How does the EMA's joint HTA regulation affect pharmaceutical submissions?
The EU Joint Clinical Assessment (HTA Regulation EU 2021/2282) ↗ creates a single EU-wide clinical review of new medicines, separating clinical HTA from national economic evaluation. Applies from Jan 2025 for oncology/ATMPs; phased rollout to other areas through 2030. Sponsors file one JCA dossier; national bodies retain pricing and reimbursement. The EUnetHTA 21 ↗ process is the operational framework. For comparison, see Australia's PBS listing pathway and CADTH's role in Canada.
What are managed entry agreements (MEAs) and how do they work?
MEAs are payer–manufacturer agreements to manage reimbursement uncertainty or cost. Financial MEAs: price-volume agreements, confidential rebates, outcome guarantees. Performance-based MEAs: conditional coverage pending outcomes data, indication-specific pricing, registry-based outcomes contracts. Used for high-cost oncology, ATMPs, rare diseases.
