Who is eligible for PBS medicines?

To access PBS-subsidised medicines you must:

  • Be an Australian citizen, permanent resident, or eligible temporary resident
  • Hold a valid Medicare card ↗
  • Have a valid prescription from an eligible prescriber for a listed PBS medicine ↗
  • Meet any clinical restrictions or criteria attached to that PBS item

Visitors from Reciprocal Health Care Agreement (RHCA) countries — UK, Ireland, New Zealand, Italy, Sweden, Netherlands, Finland, Belgium, Malta, Slovenia, and Norway — can also access medically necessary PBS medicines during their stay, subject to the same co-payments as Australian general patients.

How to get a concession card

Pensioner Concession Card

Automatically issued when you are granted the Age Pension, Disability Support Pension, or Carer Payment by Centrelink. You do not need to apply separately. The card is linked to your Centrelink record. If you lose your card, request a replacement via myGov ↗ or a Centrelink service centre.

Health Care Card

Apply through myGov ↗ or a Centrelink service centre when you begin receiving an eligible payment. The card is issued automatically for most working-age payments. Foster children and children receiving ABSTUDY can also receive their own HCC.

Low Income Health Care Card

Apply online via myGov or by visiting a Centrelink service centre. You must provide your income for the past 8 weeks. The LIHC is assessed and issued for 12 months — you must reapply annually. Income thresholds are updated each year. There is no Centrelink payment requirement.

Frequently asked questions

Do I need a Medicare card to get PBS medicines?
Yes — you must be enrolled in Medicare ↗ and hold a valid Medicare card. Citizens, most permanent residents, and visitors from RHCA countries ↗ qualify. Temporary visa holders without RHCA coverage must pay full price. See What is the PBS? for coverage overview.
What is the Pensioner Concession Card and how does it reduce my medicine costs?
The Pensioner Concession Card ↗ is for Age Pension, DSP, Carer Payment, and other eligible Centrelink recipients. Co-payment: ~$2.80/script. Concessional Safety Net threshold: ~$348/year, after which PBS scripts are free. Also check the Health Care Card ↗ for working-age low-income earners.
What is the Health Care Card?
The Health Care Card ↗ is for working-age Centrelink payment recipients (JobSeeker, Parenting Payment, Austudy, ABSTUDY, Youth Allowance) and children in low-income families. PBS benefit: same concession co-payment (~$2.80) and Safety Net access as PCC. Does not provide as many non-PBS benefits as the PCC. See Safety Net for threshold details.
What is the Low Income Health Care Card (LIHC)?
The Low Income Health Care Card ↗ is for low-income earners not on Centrelink who earn below the income test threshold. Provides the same PBS concession benefits as HCC. Assessed on income over the prior 8 weeks; renewed annually. Useful for self-employed or casual workers. Check the income test thresholds ↗.
Can children get subsidised PBS medicines?
Children under 16 listed on a Medicare card get PBS at the general co-payment (~$7.70) unless a parent holds a concession card. All family members on the one Medicare card can pool scripts toward the Safety Net. Children receiving ABSTUDY may hold their own Health Care Card ↗ and access concession rates.
